Fiscal year 2009 is quickly drawing to a close. With it comes pressure for government agencies to use or lose what remains of their yearly allocated funds. For those that blew through their budgets in the first half of the year, Oct. 1 can't come soon enough. For those that still have money to spend, the clock is ticking. This year has presented some unusual circumstances with the release of $787 billion in stimulus funds. This injection of money has permeated all areas of the construction industry, particularly the green building and infrastructure sectors.
