Does the E have a PMO setup of a suitable context?

If he does: a verification of the scope and resp. matrix needs to be done to ensure that all areas of the project execution are covered, Special attention needs to be paid in responsibility assignment. If E does a good assessment of the capabilities of the HR, the combined matrix would give an efficient coverage of the roles and resp. of the team.

If he doesn't or is disinclined to take up such an exersize: The onus would be on the PM to streamline assignments (need a strong PM, who if is on the job, and has the capability to consider HR, will be able to extract the best out of the team and get the job done successfully.

At first sight, keep it simple and understand the challenge: the owner needs to connect with a contractor that will collaborate with a group of people that would eventually form the team. 

The contractor must have strong leadership capabilities due the fact that the team has just been implemented. If there is a PMO, they could provide a rough estimate through the matrixes. 

If the contractor is still at the early stages, it would be interesting to start implementing some sort of virtual team building (a new 'discipline') by using motivational factors relying on quantitative and qualitative risk assessment that the contractor will rebrain along with the team. Working all together as a first step will show that the contractor is proactive in his dedicated work.

Along with risk estimations, there is cost and feasability to take into consideration. The best way to take care of that is by maximizing the stakeholder's networks and understanding technical ways that will bring monetary discounts to the owner while delivering a realistic & feasible project.
