hello;
  what is the best way to allocate resources that are not involved in the execution of the works (not productive) as secretary, finance, accounting, quality manager, director, project manager ... etc..

    You could create one or

    You could create one or several level of effort linked to start / end of your project or you can associated them to main activities.

    Allocate associated ressources to each level of effort.
