budgeted unit problem

Hi Guys,
i assigned a labor resource which has 10/d default unit time and 40/d max unit time ( for 4 labours),and activity has 5 days duration.according to my calculation 40*5 = 200 (budgeted unit).but primavera says budgeted unit is 50 (5*10).whats the problem?
