Is there a way to enter a day rate rather than an hourly rate in Primavera?

Set the Unit of Time in Day
Set the Unit of Time in Day for Unit Format and Duration Format in the User Preferences under Time Units Tab

in the resource the default
in the resource the default units/time is day
