Estimated duration - Permits in Saudi Arabia

For a project to be located in Al-Jubail Saudi Arabia, I would like to know some information associated to permits.

Some key information would be:

Type of Plant: Chemicals
Permits needed: Normally two KEY permits are needed: environmental and construction.
Key documents needed: Plant Layout, Basic Engineering Design (after pre-feasibility study), process description, process flow diagram.

I would like to know;

Duration of the whole process of getting the permit with local authorities.

Most important/Key documents needed in order to start the process.

    i believe that’s (SABIC) the only organization/institution that can provide you with the info you need (specific to the place).

    Thanks. I have checked the site. Really good but It seems that I trying to find a needle in the middle of the Sahara desert. Hope you understand my metaphor.
