Why is that some people believe you cannot use Physical percent complete if the schedule is not resource-loaded?

Why is that some people say: you can not use Physical percent complete on this schedule because it is not resource-loaded ?

As far as I know, Physical percent complete for the activities has nothing to do with the cost,except for calculation of WBS percent complete field which needs the cost and resource data.

can anyone help clear out this confusion?

    This is confusing,but the basis of your physical % completion, can be check through cash % complete..their is discripancy but tolerable only..
