In addition to your suggestions, I would add looking at the skills within the PMO that are valuable and unique within the business. These are the skills that the PMO should use as the basis for its transformation/turnaround. I've written a little about it here: www.hotpmo.com/blog/the-resouce-based-view-of-the-pmo
