Importing/Uploading a Cost Loaded File?

I have an XER file from the contractor that is cost loaded. When I upload it, my total cost for the project is less than what the contractor cost loaded on the XER file. The contractor is using service park 4 while I am using service park 2. What could be the problem? Or is it the way he cost loaded?
