P5 Resource Leveling

I have a labor resource called LAB. I can resource level across open projects and/or by defining Project Leveling Priority.
How can I level across the enterprise for LAB with Area=21 and then Area=30 (I suggest Area would be a user-defined field)?
The LAB resource is similar but is NOT interchangeable from Area to Area. I do not want to go the route of designating each area with it’s own LAB resource (e.g. LAB21, LAB31 etc.) - there would be several thousand possible combinations.
Has anyone come across a similar problem and identified a method or workaround? Primavera could not help and only offered to put it on their "wish list".
Any suggestions would be greatly appreciated.
