Primavera Installation Error

Our IT person, installed Primavera P6 network version with 3 concurrent license with Oracle as the database.

In our PC, we are able to create new project only under admin login user. We are not able to create new project with any other users.

We have the following users:

admin - Adminstrator superuser
HCP - Enduser, with all global profile assigned
MDHI - Enduser, with all global profile assigned

Is that mandatory for all user to be created as adminsuper user, or there is anything we are missing.

Another question is,
When P6 was installed, it has default EPS structure, we like to have that as sample, so that we can develop new.
how many EPS structure we can have in P6, whether we can have only one, or more. (One sample EPS and one actual our company structure).

    There are two types of security profiles: Global, which you use and project, which you’ll have to develop. The Admin Superuser automatically is assigned to all projects.
    1. Create project security profile (Admin --> Sec. Profiles)
    2. Create OBS (Enterprise --> OBS)
    3. Assign "Responsible Managers" (OBS) to projects
    4. Assign users to OBS with a certain Security Profile.

    Take your time for a good concept.

    Thank your Mr.Dieter Wambach, with your help could solve the problem.

    As you said, I should take more time, while moving from P3 to P6
