resource leveling

Hello,
I have problem leveling resources, as the p5 is not responding, somebody have idea where the problem could be. I made sure that budget units/time is 10 hrs/day, but still have no leveling. I defined one resource(man-hr) and added to all activities.
I have tested it on a small project and it works.
