Is it possible to set “ Right /Read “ Privilege from Project level or EPS node level.

    Yes it is. Access rights are inherited through the EPS-structure (EPS --> Project --> WBS).
    Have a look at "Responsible Manager" and "Security Profiles (Project)" in the manual or the help-function.
