Resource leveling

I am using Primavera 6.0 and would like to know why when I toggle "level resources only within activity total float" on and off, my total float does not change, but my dates move to the right? You can find this setting under tools/level resources/....
Under help, this is defined as; "Level resources only within activity Total Float - Mark to delay activities with resource conflicts only up to their late finish date"
I would think that if my dates move to the right with positive float - this would drop?
But what I am seeing is that my dates are moving to the right, even if I have negative float - but no change in the float???
