Unfortunately that is not possible as the filter criteria required a value and not a field.
Work around: Create a number users define field (i.e. var_dur) then run a global change (where percent complete type equals physical then var_dur = Original Duration – Remaining Duration)
Now you can use the filter (where var_dur equals 0 And Physical % Complete is greater than 0)
