Enterprise-> Resources. Right click and select Columns-> Customize and under General-> double click Assigned to Current Project and click Apply. This will show all resources if assigned or not. Open all Projects by selecting highest EPS or highlight all projects. Go back to Resources and you will find which resource has not been assigned to any projects. You can also use report for this purpose.
