In P6 Performance Percent Complete is a method of measuring Actual Effort Progress or Physical Effort.

P6 default Performance Percent Complete is calculated based on Activity % complete which is representing any of the setting used in Activity Percent Complete type (Duration, Unit or Physical). User can change the Technique computing settings under Admin-> Admin Preferences-> Earned Value tab-> (to any of the EV calculation technique) by Activity % Complete, WBS Milestone, 0/100 % complete, 50/50 % complete or custom % complete (number of division).

P6 also had an option to use combination or different technique on each WBS and can be set on WBS Window Detail-> Earned Value tab.
