No of Users in Primavera

There is a requirment come from my client that he want to use progress reporter where all the resources can put there actual hours & see the assigned task ...My question is about Licence part ...for example I have 10 resources so do i need 10 licesces of progress reporter ??? i hvae one licence will be of Enterprise ...or some thing else .....Can any one explain me about this, 

 

Second - about P6 R8.1 web version , i want to create  created 2 people as a end user , i have one licence of p6 enerprise...

Now i want to  know to access the primavera also i need a seperate licence ?? & which type of Licence ...
