If you are using the stand-alone Oracle Express, the simple answer is that you cannot create a second database. While the full-blown version of Oracle is said to be able to do this, the Express version is specifically limited to only one database.
MS SQL Express allows for multiple databases. If you want this feature, then you need to convert over. Good luck!
