Importing of P3 file into Primavera P6

I am able to import P3 files(activities around 3000++) into Primavera P6, however, i am not able to import a 17,000++ activities file into P6, i am getting the message of Unable to Open "FileName" in directory C:\P3WIN\PROJECTS. so could someone give a suggestion how to resolve this problem. Thanks Daya
