P6 8.3.2 Top Down Estimation

Just upgraded to P6 8.3.2 and noticed a feature under Tools called 'Top Down Estimation'. Never used it before. How does it work? Is it worth learning. Apparently it has been around since P3C, but disappeared after 8.1. Just curious.
