In our previous month’s update we had a forecast (remaining early)of 10 million for this month. This month our actual is much less than last month and is around 5 million. We have assigned previous month’s update as our baseline for this month. So that 10 million forecast is now our baseline. But still our SPI is 1 in P6! So even though our progress is half of our baseline our SPI is still high. Any idea what is causing this?

Your talk of "actual" is confusing, SPI is a measure of Earned, not Actual. No change to Actual Hours changes SPI.

Which baseline are you using to calculate Earned Value in the Project's "Settings"

We only show revenue in our project. Baseline for earned value is previous month’s update which in our current month we have slipped a lot but SPI is 1!!
