Ask him what he means by

Ask him what he means by "Gate", perhaps he means "Partial Deliveries or Milestones" or whatever name you like.

Design and Engineering wok at times is monitored and paid when some intermediate deliveries are reached. Some might be, submittal of preliminary design and review meeting, submittal of certain drawings after preliminary review, submittal of final drawings, submittal of agencies endorsements. Same goes for monitoring of Construction, use of intermediate milestones to track progress is not a bad idea, even when not contractual milestones. Perhaps they are also looking for the Contractual Milestones to be included in the Contract Documents.
