Deploying Earned Value to a programme with NO Resource cost (all projects delivered by contractors)

I would like any views or experiences of deploying Earned Value or what has been deployed to fill the EVM requirement on programmes where all projects are tendered as turnkey (goods & service) to single suppliers (external contractors).

I will submit complete analysis of findings back on to the site.

    In the absence of cost data, you can based it on quantities with a weighted value or you can based it on Manhours or Mandays but it does not give you a complete EVM analysis.

    Thanks for that. You say what my experience points to, just wondering if there was something I missed? Don't think getting true EVM is possible? and do I really need it, or benefit any more from it? can't see how.
