baseline ?

Baseline is the Agreed plan with respect to which the project is to be monitored.

You are talking about baseline in P3 which as I understand is Target schedule. If so then the procedure is as follows.

Once your schedule is finalized lets assume its name is SCH1 make a copy of this scheule named SCH0 in the same directory, Now open the schedule SCH1 and from Tools menu got to Project Utilities and Select Target. You can now select the SCH0 as target schedule.

Your schedule SCH1 has now a Target schedule SCH0.
