Cost Loading Report / Profile not including actuals

I have a cost and resource loaded schedule in P3 v3.1. I am trying to run a cost loading report that shows the actual cost to date, along with the current estimate (summary by month). The report costs shown for the past periods is not what I’ve entered and it is not even the earned value.
I do not have the "exclude actual data" checked in the report format.
In the autocost rules, I have unchecked the 3 options for "when quantities changes.....cost". I’ve also unchecked the rule to update quantity/cost from the percent complete.
The project is relatively early in the schedule, so I only have a few activities that should be showing resources/costs incurred (I can check easily by showing the detailed report). But comparing to the actual costs entered in the cost section, they do not match. Any ideas what I may be missing?
