Target Late Plan% Vs Actual %

On the current schedule you cannot show target % at activity level. To compare schedule performance it is always betteer to cost load or resource load the target and current and then format columns for BCWP for cost and BCWQ for resource quantity(but first change the BCWP type to Target in the Tools>Option). If you want to show just the planned % complete of activity on the target there is no straight way but a workaround:-
Copy the target as another project and make a scheduled update (Tools>Update Progress) as on teh data date fo teh current schedule update. Now assign this a Target-2 on teh current schedule ans how the target-2 % complete in the columns.
If there is another way, maybe some other member can throw a light on this matter.
