Nuclear Projects Programme: What common elements and packages would reduce total budget and professional services

Considering the numbers of nuclear power stations and the formation of each nuclear power stations what could be achieved with programme/project planning to reduce the total costs to the UK.  Could replication be increased across the different consortium and electric generation/distribution corporates to make saving and be scheduled into a programme format please.
