Can't add new Bars

For some reason, the option to Add Bar and Add Bar Below is greyed-out and not available to me! Can anyone tell me what I've done and how to correct it?

    Lawrence.

    In the Project view you probably have the globe selected right at the very top. Select the next level down and you can then use the add bar option
