Planned % not matching with Actual

Your screenshot shows the Planned % & Actual % do match where the start & finish dates are the same.
If you are worried that Planned % comes with decimals while Actual % doesn't, it's because the Planned % is calculated using Custom Field formula while Actaul % is a default Microsoft Project field.
