Scheduling is not something that you can do using Global Changes.  You might as well ask how to repair your car using an automatic carwash. 

 

You have to assess the reason for the delay and fix that issue.  Then you need to plan and communicate with others to determine the optimum recovery plan.  Then, you have to reflect that plan in your current schedule.  Once that is done,  you need communicate the recovery plan to others and get their buy-in.  Finally you have to work and monitor that recovery schedule.  Keep your fingers away from the Global Change function and start talking to others.  Good luck!
