Use of Steps

I have inherited a project where the tasks are very high level.  I have a number of pipes listed under one task and I know the number of metres or feet to be installed in each.   This is relatable to a budget labour unit so I have:

pipe 101 - 100 feet and 400 budget labour units

Pipe 102 - 200 feet and 350 budget labour units

Currently the task would have Budget labour units as 750.   We get a report that says that 25 feet of pipe 101 is installed  and maybe pipe 102 had 50 feet

Is there a way in the steps to represent this info
