WBS changed after Importing XER file

i have a situation where after exporting my project and send it to our planning team on project when they try importing the Xer file the WBS is not correct , its all under one level of the WBS what could be the Issue ?

    during the importing process

    during the importing process modfiy the importing option and for the WBS select insert new
