"PROJ environment variable is too long"

I’m getting the above error whenever I try to run a filter on a particular project.
Anyone come across this before? Any suggestions for fixes?

    Dear Gary,

    Make the file location under a shorter path than you have.
    for example put the file under under a certain folder under directory c:\
