RS Means Accuracy - YR2006

I have been doing full time estimating for a couple of months now in the South Florida Area. I have noticed a trend that Estimates based on RS Means are comming substancially lower to the Contractor’s Bid Price (Sometimes experiencing a third of the actual lowest bid).
Is anybody else running into this same predicament?
