Project Category in Menu greyed out

In Primavera 16 this item is greyed out. In Primavera 18 I don't think it is. I believe it to be a an Admin. issue but there is no "user section" on either due to the SQLite database. How can I get it to appear so I can assign a baseline? (there is a different reason using for using 16, but that is issue)
Also, is there a reason why "alias" is used in Primavera databses?
