Apartment Modifications Schedule

I am currently working as Client rep on a residential tower of high end apartments. The Contractor is expected to allow the Client to introduce apartment modifications during the construction phase in a random manner. ie: the Client can introduce changes to an apartment on the 1 st floor while the contractor has reached the 7th floor in concrete without abortive works. The contractor is proposing milestones for the Client to provide these apartment changes in batches of 10 apartments every 2 months. Accordingly the Contractor will proceed with his procurement and constrcution. In case the Client misses a milestone or provides for example 8 apartment changes instead of 10, the contractor will execute the apartment finishes as per the original design.
The Contractor is suggesting to submit a baseline schedule for the core and shell/ common areas / facade , etc.. excluding apartment finishes, since the sequence of apartments is unknown for the time being (not by floors,, but according to the Cients sales). The contractor is proposing to add the apartment finishes activities during the schedule updates as he receives instructions from the Client as to which apartment he is to proceed with every 2 months.
The problem with the Contractor's suggestion is that the baseline schedule will not be complete and the critical path unclear from the start.
I suggested to have the apartments scheduled in full from the start but without linking them to specific floors or apartment numbers and linking the concrete to these apartment activities and assigning them to their respective floors during the update as the Client introduces these changes or identifies which apartments are to be executed first and which ones to follow. But the contractor insists on his suggestion.
The contractor wants to link activities by trades (ie: plaster in apartment 1 FS to plaster in apartment 2 FS to , etc...) accordng to his manpower / crews and insists on linking apartemnts finishes activities to concrete activities of each floor. but since the apartments will not be executed by floors, we are facing a dilema from the beginning of the project. As the project planner and client rep , I cannot approve a clause 14 schedule with missing activities and no critical path.
I would appreciate your feedback. Thank you in advance!
