how to start a project planning

I want to know about the detailed steps of project planning especially the beginning like

1.what we exactly do after the project is awarded.

2.On what basis we create WBS and activity ,

3.How we set duration of activity

4.for what kind of actitivity we use level of effort activity type.

5.How do we allocated budget across activity ,

6.how do we find out the productivity, 

7.  how to find out KPI
