leveling type

i cannot assign the leveling type stretch, and crunch to an activity...is it because i do not have normal and maximum resource rate or my P3 has a problem?i can assign it by gchange but it does not appear in act column LTYP..up to split type only

    The activity type needs to be independent and resources driving before this option will work.
