Is there a technical name for delay caused by not being able to work as scheduled? for example if something is FS instead of SS? (for example thought could start steel same time as concrete but had to wait until done.)  "Out of Sequence Delay" or "Logic Error Delay" or "Planning Delay"?

If a schedule has SS instead

If a schedule has SS instead of FS (or any other combination) it is just a schedule quality issue that only could be solved by maturing schedule development process.
