M3.5 Cost Forecasting & Commercial/Contract Interfaces

By the end of this section, the learner should be able to produce and challenge a credible cost forecast that explains what the project or package is now expected to cost, why that expectation differs from the authorised baseline or prior forecast, what commercial and delivery assumptions the forecast depends on, and where material uncertainty remains. They should be able to build Estimate to Complete (ETC) from the remaining scope rather than simply extrapolating spend; combine incurred cost and ETC into Estimate at Completion (EAC); reconcile commitments without double counting them; assess uncommitted work, changes, claims, remeasurement, escalation, currency, productivity and schedule effects; and translate contract information into a realistic project-cost outlook.

  • M3.4 — Cost Control & Variance Analysis

By the end of this section, the learner should be able to use the approved cost baseline and the reliable current cost position established in M3.3 to determine where cost performance differs from plan, explain why it differs, judge whether the movement is temporary or structural.

  • M3.3 — Commitments, Actuals & Accruals

By the end of this section, the learner should be able to establish and explain a reliable period-end cost position by reconciling recognised actual cost, open commitments and costs incurred but not yet recorded. They should be able to define an appropriate financial cut-off and validate and integrate data sources.

  • M2.5 — Schedule Forecasting & Analysis

By the end of this section, the learner should be able to take a credible current schedule and use it to forecast likely future outcomes, explain what is driving those outcomes, test alternative scenarios, assess the effect of uncertainty and management interventions.

  • M1.4 — Progress Measurement

By the end of this section, the learner should be able to design, apply and challenge progress-measurement rules that convert evidence of completed work into a credible statement of physical accomplishment. They should be able to choose an appropriate measurement method.

  • M1.2 — Coding & Control Structures

By the end of this section, the practitioner should be able to design and apply a coherent set of coding and control structures that allows project information to be organised, integrated, aggregated, reconciled and reported without repeatedly rebuilding the underlying data.

  • M3 — Cost & Estimating

Module 3 establishes the essential practices for estimating, budgeting, forecasting and controlling project costs. It explains how to translate project scope into credible cost estimates using appropriate methods, document the underlying assumptions and uncertainties, and establish authorised budgets aligned with the project schedule and delivery strategy. It also covers how to monitor actual expenditure, commitments and emerging changes, develop reliable forecasts of the likely final cost, and identify and analyse cost variances and trends. Together, these practices provide a consistent and transparent foundation for managing project expenditure, understanding cost performance, anticipating financial pressures and supporting informed decisions to maintain affordability and cost control throughout the project lifecycle.

    1. Practical outcome The learner should be able to preserve relevant records, define a forensic question, establish a reliable chronology, test cause and effect across schedule and cost, distinguish facts from assumptions and produce reproducible findings. They should understand how project-controls…
