Introduction

M3.1 — Cost Estimating Principles & Methods establishes how authorised scope is converted into a transparent and credible estimate of the resources and expenditure required to deliver it. It introduces the principal estimating methods, including analogous, parametric, bottom-up and supplier-based approaches, and explains how the choice of method should reflect the project’s maturity, available evidence, complexity and intended use of the estimate.

M3.2 — Basis of Estimate, Assumptions & Uncertainty explains how the evidence, scope boundaries, rates, quantities, assumptions, exclusions and estimating judgements underlying an estimate are documented. It enables the learner to distinguish apparent numerical precision from genuine confidence, test whether uncertainty has been treated transparently and ensure that another competent practitioner can understand, challenge and reproduce the estimate.

M3.3 — Cost Planning, Budgeting & Time-Phasing turns the estimate into an authorised and usable cost-control model. It covers the allocation of budget to the Work and Cost Breakdown Structures, the treatment of contingency and management reserve, and the time-phasing of expenditure in line with the delivery schedule, procurement strategy and expected commercial payment profile.

M3.4 — Cost Forecasting & Estimate at Completion develops an evidence-based view of the project’s likely final cost using actual expenditure, commitments, remaining scope, current performance, productivity, risk and emerging change. It teaches the learner to distinguish actual cost, budget, commitments, accruals and forecast; challenge unsupported “budget equals forecast” assumptions; and explain the principal drivers of movement in the Estimate at Completion.

M3.5 — Cost Control, Variance & Trend Analysis brings estimate, budget, actuals and forecast together to support active management of cost performance. It explains how to reconcile cost data, identify and interpret variances, distinguish timing differences from genuine cost pressure, analyse trends and emerging exposure, and communicate the actions and decisions required to protect affordability and delivery outcomes.
